The 11 federal holidays and how their dates move
Federal law fixes 11 holidays under 5 U.S.C. 6103. Five sit on a fixed month and day. The other six move by a rule, such as the first Monday in September.
That split decides the answer. A fixed birth date on a fixed holiday collides permanently. A floating holiday meets a fixed birth date only in the years its rule lands there.

Juneteenth became a federal holiday in 2021, so a June 19 birthday is a newer calendar conflict than the rest.
Each birth date above matches the sourced date in that person's biography. One fixed date can collect a long list of names, which is what Celebrities born on July 4 does for Independence Day.
How to check one birthday against one year
- Write down the full birth dateday, month and year.
- Open the OPM list of federal holidays for the year you are planning.
- If the date is January 1, June 19, July 4, November 11 or December 25, stop. The conflict repeats every year.
- If it is not, check the six floating holidays that yearMartin Luther King Jr. Day, Washington's Birthday, Memorial Day, Labor Day, Columbus Day and Thanksgiving.
- Each of the six follows a Monday or Thursday rule. The OPM page lists the exact date for every year.
- Write the holiday name next to the birth date, and keep the year with it.
A calendar that stores only months and days cannot answer this question. The year belongs in the data.

Example: a November 22 birthday in two different years
Scarlett Johansson was born on November 22, 1984. The fourth Thursday of November that year was November 22, so her birthday was Thanksgiving Day.

In 2027 the fourth Thursday is November 25. A November 22 birthday lands on a Monday that year, four days before the holiday.
Same birth date, different answer. That is why a Thanksgiving birthday needs a year check while a July 4 birthday does not.

- Decide early whether to post on the holiday itself or the day after.

Beyond the US: Canadian statutory holidays

Verifying the birth date behind the conflict
A conflict check is only as good as the birth date behind it. Most birthday apps and fan sites copy the same public data, and the same mistakes.
Wikipedia's biographies of living persons policy requires a reliable source before a birth date appears in a biography. Use it as a first filter, not a final answer.
For a disputed date, go to the record. State vital records offices keep birth certificates, and a certificate settles what two websites cannot.
Know the state and the city of birth before you file. Census entries and Social Security filings give independent evidence when a state seals a record.
Some states keep a birth record closed for decades and open it only to the person named or to close relatives. Two published dates can survive side by side for years that way.
